Only 1 palette from my character works for some reason

i have tried everything I know to get these palettes to work right, but whatever palette is 1,1 both players get that palette. I don't understand what I did wrong. -
DUDE!!! WHAT THE HECK!?!?!? MY IP ADRESS GETS BANNED AND IM AND UPLOADER THERE!!! I MEAN REALLY!?!?!? HOW DID I GET BANNED!?!?! I really don't understand why... BUT THIS DOESN'T MAKE SENSE!!!!
