Are these for MKP or can they be used in regular MUGEN?

Ok, so, I'm making a Mortal Kombat and Dragon Ball crossover game, and for the arcade mode, I'm trying to make Shao Kahn the boss for all of the Dragon Ball characters and Lord Beerus the boss for all of the Mortal Kombat characters, and I don't want either of them to be playable. Is there any possible way to do that? Thanks!
