Looking to Commission Jojo Mugen Character - NOVEL KARS - Full Ability Set

I would like to commission a new character from Jojo. I would like NOVEL KARS and all his abilities. I can pay for new sprites and new animations but I am okay with the Ultimate Kars sprites to be used as the base. I can give extra detail and description to anyone unfamiliar with NOVEL KARS, however someone who is already familiar with Jojo at least would be preferred. This is my first character commission so am unsure on prices and budget but I would like to stick to around $75.
