Battle Harbor Hurricane (Street Fighter 2)

Removed the people on the boat besides one guy who put on a poncho to watch the epic battle. He wasn't going to miss seeing the fight even during a hurricane. Also added water splashes, lighting & rain. Battle Harbor stage also got a few tweaks. I should have an update for Ken soon to go along with the stages. Enjoy!

Edit : Forgot to change the animation number for the water under the farthest boat. It has been updated to fix it.
