So I've been looking for this one for a while. There's a DBZ MUGEN game called "DBZ SAGAS MUGEN" (and no, it's not the one made by Mugen9s). The little to no information I could gather was this one screenshot:

Here's a video. While I dont remember exactly, the intro, screenpack and chars all match with the image atop and my experience with the game:
