Genocide City Lag begone!

This edit pretty much fixes the lag problems with the original stage made by MGSSJ2, and the midi has been upgraded to a Casino Night 2 Player MP3
I also did some sprite clean ups, and removed the tile spacing for the floor (cropped the sprite used for the floor.)

Nothing else was really changed, this is pretty much a lag fix for older pcs and such
