Upgrading a encrypted mugen screenpack.

Is there a technical reason for the encryption on some screen packs? Or is the author just stopping people from editing? I just wanted to turn a screenpack from winmugen into mugen 1.1

All the files are hidden in an encryption. Here is the screenpack I am trying to fix: Unreal Screenpack
