A little question about balance

I know KoF bosses are extremely cheap, but, are they cheap in comparison to other games? I like to think that when I'm playing a character I'm relatively even, and I'd like to add Orochi to my team, despite being a KoF boss, I'm not sure he'd be seen as cheap against other games, but I'm still in doubt...
