MUGEN Riolu WIP Help Thread

As you may or may not have heard, a DeviantArt user started work a while ago on a Riolu project for MUGEN. Problem is, he's gotten almost nothing done. He ended up passing it on to his friend, who was better at spriting, but not much good with coding. Then that guy passed it on... Bottom line, the project has fallen into my (inexperienced) hands, and I intend to get this going. But I can't do it alone. I'm opening this topic so that I can ask the lovely folks about here for help with my problems, mostly stuff I'm sure you can do with your eyes closed.

I fully intend to release the finished character. But I need help to get there.
