Can't run M.U.G.E.N 1.1

[NEON 7]

I'm trying to run M.U.G.E.N 1.1 on my Windows 7 PC (build 7601) that I got in the mail a hour & 1/2 ago, but every time I do, I get this message:

Notice the last line in bold? Well I've been messing around with the mugen.cfg but I'm always getting the same result.

 

Can someone help?
