ʕु-̫͡-ʔु”-- Hey, How's It Goin Tosiaki! I did a little research regarding this character and found a alternative link to obtain the Mist-san by ま A.K.A "MA"! It looks like the character was updated on 12-22-2015. Go to the link that is provided. When you go on the website there's a Password. The Password is still: KMN. After you type in the password you'll press the gray button and then you'll select the "Click here to download link" then the final link will be "こちら" which means "click here" and ...Wah-La! You got yourself a fighter. I will recommend putting the AI Patch made by Rel for this character so it can be a tuff fighter on anyone's roster and prove to be a real challenge. I will provide the link for the AI Patch as well. This character is Cool and Awesome and has some Very Cool Special FX! If you love Robo Fighters then add this Bad Boy to your Collection! Stay Cool and Have Fun, Yo!

Yes, I found that the link was updated when I decided to re-visit the page again two days ago and lo and behold! The miracle happened: the author decided to reupload the character. Thanks for posting this still, though. As for an AI patch, though, I also know of another patch by ペパーミント that has been more popularly used which you can find at https://onedrive.live.com/?cid=3DA854A56C7C9ADF&id=3DA854A56C7C9ADF!105
