I did a little bit of digging and as it turns out, that "Element-I" is a private character. That's what the uploader of the video you linked us said in a response to numerous comments asking for a download link for Element-I.

 

I don't have it myself so I cannot share anything. My apologies.

bro...previously i've downloaded this charecter from the same link you've given named "Iori Element".....but it's totally different from the charecter named "Element-I"...this "Element-I" have same powers like "Omega Element" & have some extra powers also...i'm giving video link for the charecter (Iori Element) so that u can differentiate it with the "Element-I"
