Instead of turning this into a debate about the concept of private characters, I take it your request has been answered Samurai. That Gogan you're after is a private character that was only released for a short amount of time (if I understand well) and it can't just be handed out to anyone because of that. 
 
The only thing I can suggest is you offer a trade to those who have it (e.g. Kaiser & Dissidia) to see if they are interested. If they are not, leave it be. If they are, work it out.

I believe that posting a palette request in the Request Section still falls under the "do not request stuff to be made" rule. If you want a palette for a certain character, you can either :
 
1. Learn how to make it yourself
 
or
 
2. Check out which people here have a palette topic in the palettes subforum and ask them, be it via PM or in the palette topic itself if they are willing to accept a palette request, if it's not said already they do or do not in said palette topic.

I'm pretty sure nobody will ever make one or more characters just because one person wants them to be made, unless you're willing to commission somebody for it which honestly isn't worth it considering how expensive that can get.

There are two versions of Eve by Hanma :

There was also a AF version of her that, to some people, feels more complete than her "normal" version, but he removed it so you're gonna have to ask some other people for it.
 
Also you may need a password to download her, in which case it's "nanako".

What he said is pretty much true and I don't think I could have said it better myself. The request station only serves as a place to request stuff you personally need for M.U.G.E.N, not to request things like posting full games (if you want full games, just go to the full games collection here, on MFG or any other site) or collections.

I did a little bit of digging and as it turns out, that "Element-I" is a private character. That's what the uploader of the video you linked us said in a response to numerous comments asking for a download link for Element-I.
