The Igniz hasn't got anything that sets him apart from other Ignizes for M.U.G.E.N so I couldn't say which version it is.
 
On another note, I noticed that, with the exception of perhaps one, all the requests you've made are on behalf of this "friend" of yours. Now I'm assuming they're all for the same friend so why doesn't he sign up here and request for what he wants himself rather than always asking you to do it?

That's CvS Cody by H, with likely a sff patch to make him wear his Final Fight outfit made by Mr. Karate. I don't think it's available somewhere but I think your best bet would be to ask Karate himself about it via his Youtube-channel or by sending him a PM to his MFG account (assuming you have a MFG account yourself).

What kind of error do you get which makes you unable to download them, if I may ask?

I could give you some suggestions as to what moves to add for him, but because ultimately you have to be up for implementing said moves and having to be able to work with the sprites you have got, I think it is best to look at this page for more info on what Goku can do. That way you can decide what you wish to add and what not :

Place your song in the Sounds folder, and follow these steps. 
 
1 - Copy the song's name. 
 
2 - Open your Stages folder and look for the Stage you want to add the song to, then open it's .def file. 
 
3 - Look for the following line.
 
[Music]
bgmusic = sound/ < after the forward slash, you type in the song name in this format : "songname.mp3" (don't literally add the brackets)
bgvolume = 255 
bgm.loop = 1 < Leave this at "1" if you wish for your music to loop after it's finished playing, set it to "0" if you don't want it to loop.
 
4 - Save and it's done.

I've checked and that version of Aang is still in development by the guys over at MugenMundo however they're not sure if they'll finish him or not. They might release a beta but haven't done so yet.
 
Your (friend's) best bet would be to contact them via Youtube and ask them if they'll release a beta or not and if so, when they'll do it.
