How can I put a stage above the character selector?

This is just an example. Does anyone know how I can put the stage selector at the top so that it activates after I choose a character, while the character selector at the bottom remains there without disappearing? -

Hi, how are you? I hope you're doing well today. Well, I'm new to the Mugen community and this page too XD. I have a problem. I'm experimenting and trying out a lot of options in my Mugen game to see how it works and also to watch tutorials on the subject. If it's not too much trouble, could you help me find the option to modify the character selector, or rather, the character cursor?
