How do I make this character perform the Counter action?

He is a character with many transformations, along with the Counter action when being hit by the opponent but only performed in certain forms. In version 3.4 he does it from ssj god form and above, while in version 3.5 he only does it from ssj blue onwards and doesn't do the same in god form. So I want to reset his Counter action in god form in version 3.5, any help is appreciated.
