Getting started with creating your own characters/sprites

Hello MFFA , newbie here . I read the forum rules which directly said "don not request to create character" so that's why i am asking how one can create his/her own characters/sprites. What tools do people use to create them , where can i learn them ? 

 

if you are curious i want to create sprites/characters of some real life people like politicians, sportsperson etc
