I'd advise having at least Photoshop (or GIMP, if you prefer) for the actual editing, and Illustrator for palettes (I think. I'm really very bad at palettes, and this is the only way I know how to fake it.) Fighter Factory seems to be the way to go as far as putting it all together goes. Lots of resources out there for those of us that are just starting.
