I want to make pointer move up and down like this one

I want to know if i can make the blue pointer to move only up and down is it possible? because as you see 0:19 when I move it to left it goes out of the screen I want it to be like EVE's screenpack http://img210.imageshack.us/img210/2592/selectrn9.jpg Only up and down like EVE
