To select the 3 hidden characters outside of Naruto, move to Shisui’s slot and press down (Gotenks), then right (Recca) & right (Mikagami). This is similar to Naruto Battle Arena 2.
In the Arcade mode you will fight every character in this game from the easiest to the hardest, 23 in total.
