If Tsuzura deleted it in the recycling bin, Tsuzura can most likely recover it with a program.

Oh nice, that DK is from Electrocaid's roster. It has been tampered by him as you can tell with the modified date. Hmm, things don't add up. Clearly, it was removed from the getuploader, and LT-Shuko is just an edit of an original char by Flax, which Flax approved. Lightning Shuko should have been still uploaded at getuploader, but it's not. Did you ask him why it was removed in the first place? Try asking Flax too if he has the char edit. I also tried to contact Romchou through email I believe, but I haven't gotten a response yet. Oh, and btw, if Romchou accidentally deleted LT-Shuko in the recycling bin, you can still possibly recover it with a program.
