He stays in his Egg-Pod or whatever that thing is called the entire time. He mostly spawns hazards like bombs, and the first few enemies Sonic encounters in his first game, as well as some new attacks, like lasers. He can spawn his robot versions of Sonic and co. to subdue the enemy for hypers, as well as the first two robots he attacks Sonic with in Sonic 1 and 2. I think he uses some custom spriting, too. A major downside is that his voices are VERY low, and his other sound effects are at a good volume. And, he can't jump, but can teleport.
