Is this a clean dl of 1.1?

 

Most likely your pc cant handle the openGL renderer, or its RAM related

Did that already.

Try changing the render mode in mugen.cfg to System and enable Safe Mode. This happened to me on Vista and changed it to that setting and it worked from there.
